A proposal for a Social Protection Benefit for The Basque Country

The aim of this paper is to calculate a minimum income according to the individual characteristics of each citizen using Basic Income. The use of it involves obligations and duties for social implementation and for instance, it could allow the elderly to continue in the labour market. The amount of Basic Income is focused on the essential expenditures done for living. Therefore, its main purpose is to meet those essential needs of individuals. We obtain the main expense items by using Spanish microdata from the Household Budget Survey (2010) and analyse the factors that determine essential needs. We find the significant explanatory factors using a quantile regression model, but only four of them are applicable to avoiding social or economic discrimination.Downloads
