Abstract

Law 17/2023 considers the novel legal figure of the Municipal Education Councils, and the purpose of this article is precisely to carry out a systematic analysis of this figure, to understand its function and role. Within this framework, the legal foundations of the law will be addressed first, with the purpose of delimiting the institutional and regulatory context in which these councils are inscribed. Next, the institutional configuration of the municipal education councils will be analyzed, paying special attention to their legal nature, their organizational structure and the scope of competencies assigned to them. Finally, their potential shall be evaluated, especially considering the contribution they could make, in the short and medium term, as a new model of governance at the municipal level in the promotion of community educational projects.
