Inclusive education: an analysis from the contributions of the papers of the Education Committee of the Basque Parliament

Abstract

This article presents an analysis of 21 presentations submitted to the Education Committee of the Basque Parliament, from the perspective of inclusive education. The aim is to highlight the contribution that the ideas contained in those presentations can make to the transformation of the education system, both as guidance for educational policies and as a redefinition of professional practices. Through a qualitative approach, the content of the presentations was systematically examined, identifying discourses against segregation, concerns about school planning, and proposals regarding the necessary training of teachers. The findings reveal a coherent discourse in favor of inclusion and proposals for structural changes in the organization of the school system. Although the Basque Education Law (2023) approved during the course of the analysis addressed some of the issues raised in the presentations, in practice the lack of means to meet various challenges is evident.
