Abstract

During the 19th century, the representatives of the institutions of Araba, Bizkaia and Gipuzkoa used to meet periodically in assemblies called Conferences to coordinate their politics. This article, analyzing the minutes of those Conferences, investigates the educational and cultural projects proposed and developed together by the three provinces since 1839 to 1868. In this way it is infered that the Conferences were notably effective to defend the domains of action of those three provinces, such as the educational domains, in front of the unitarist efforts of the Spanish Government. But, on the other hand, those Conferences had little effectiviness, beyond good wishes and words, to put among three provinces common cultural and educational plans into practice.
