Abstract

Economies of scale are not the main factor in a steelmaker’s success. Instead, management policies (specially human-resources management), corporate strategies, and government policies are more important. The state’s responsibility is given special emphasis, highlighting the Basque regional administration’s lack of power. AHV’s viability is defended, adopting a very critical view of the restructuring process carried out under the Spanish government.
