Abstract
This work analyses the relationship between nationalism and nationality. Nations who have a special national conscience do trend to create an own State; the State, on the other hand, do want to promote national conscience. In any political system, the origin of the conflict between those without State and those multinational States relies on conditions for national creation. Democratic system has useful ways to reach a solution to national conflict, but those conflict have their own start-point and three own aims, which democracy can not erase. In States with national conflict, new concepts of post national societies are not adequate. For instance, constitutional nationalism is used in service of the State, and its neutral appearance plays in favour of dominant nationalism.Downloads
