Research in the field of spiking neural network (SNN) has experienced a great growth in recent years, due to the similarities these networks have with biological neural networks. However, SNNs are yet to match the results obtained with the classics networks. While SNNs are more biologically realistic, the training process, information encoding, etc. are more complex. Software tools for working with these networks are essential, but most are under development or limited to very specific use cases. In this work, the basis of a more general library for creating and using SNN useful in machine learning and simulation has been developed. The implementation is done in the C programming language to achieve the best possible performance.
