The doctoral dissertation addresses the crisis of liberal democracies through the conceptual framework for the democratization of the processes of co-creation of public policies. The theoretical approach is composed by theories of dialogic communication, activation of collective action through the dialogic perspective and the contextualization of public policies. The methodological framework combines action research for territorial development along with discourse analysis. The analysis made possible by the conceptual framework has revealed four stages throughout the whole deliberation process: the expert phase, the knowledge democratization phase, the action-fever phase and the fluidity phase. The conceptual framework has placed the third subject on the axis of democratization of the processes of co-creation of public policies, thus making a triple contribution to the field of knowledge: theoretical, methodological and analytical.
