Abstract

The article reflects on recent developments in Wales with regard to policy in this field, and particularly the work of the Commission for Welsh-Speaking Communities. It also draws on the contribution of Prosiect BRO: Comprehensive Sociolinguistic Survey of Contemporary Welsh-speaking Commu-nities to the Commission’s first and second phases (2022-2024, 2024-2026).
It compares the Welsh and the Basque contexts, highlighting the differences in the progress made in key policy areas which include increasing the numbers of speakers, developing the education system and analysing the social use of the languages. Both languages face challenges with regard to the sustainability of their higher-density areas.
The article analyses the interrelated dynamics of contemporary Welsh-speaking communities across higher, mid, and lower density areas. It presents the argument that such areas – in the Welsh context at least – are inter-connected through geo-linguistic continua and function in multilayered social, cultural and economic co-dependencies. While higher-density areas are traditionally viewed as the heartlands of language vitality, this article emphasises that, in the contemporary Welsh context, such areas do not operate in isolation from medium or lower density speaker areas. In the same way, areas of mid and lower density also require strong connections – a geo-linguistic continuum and/or a social, cultural and economic co-dependence – with the higher-density areas. Welsh-speaking communities are interlinked through flows of people in a networked and geo-linguistic economic and cultural ecology. This relationship suggests that the future of Welsh as a community language depends not only on reinforcing the highest-density areas, but also on strengthening the Welsh language across the country and placing this awareness of the continuum and co-dependence at the heart of the debate and of policy making.
